Project Overview:

Bangladesh is a country that has been intrinsically associated with natural disaster vulnerability. As a result of its geography, Bangladesh frequently suffers from devastating floods, cyclones and storm surges, tornadoes, riverbank erosion, and drought as well as constituting a very high-risk location for devastating seismic activity.

Concern Universal and Dhaka Ahsania Mission’s Community-Based Disaster Risk Reduction Project primarily targets people living in cyclone prone areas. The Upazilas of Pathorghata and Mirzagonj have been amongst the most affected by past cyclones and tidal surges and are under continuous threat of disaster.

The project directly addresses the limited informational and organizational capacity of vulnerable and marginalized communities to effectively mitigate the impact of recurring natural disasters in their Districts. It focuses on strengthening the capacity of local communities to access goods, services and, most importantly, information to minimize the harm caused by natural disasters. This is achieved through working with 3 essential stakeholders: Union Parishads, Community Learning Centers and Schools.

Principal Objective

To increase resilience and establish a culture of disaster risk reduction among communities and institutions vulnerable to natural hazards in urban and rural areas of Bangladesh.

Specific Objective

To promote standardized DIPECHO urban and rural CBDRR models with a focus on inclusion and replication through integration into DRR instruments and development programmes.


Concern Universal (CU) is a UK based development and emergency relief organization established in 1976. Concern Universal responds to the needs expressed by local communities and follows the partnership principle in all spheres of its work. CU has been working in Bangladesh since 1994 and has partnered with national and local level organizations in the country to implement projects in various sectors such as Community Based Disaster Risk Reduction, Disaster Management including Relief, Recovery and Preparedness,  Health, WATSAN, Education and Human Rights. The focus of CU’s work in Bangladesh is shaped by strategic planning consultations with local partner organizations and other stakeholders, to address the biggest needs by targeting actions having the greatest and most cost-effective impacts. DRR is one of the key programming priority sectors of CU to development & strengthening of institutions, mechanisms and capacities at all levels, in particular at the community level, which can systematically contribute to building resilience to hazards.

Regard to DIPECHO, Concern Universal has been implementing projects since 3rd, 4th, 5th, 6th and currently 7th cycle under the 7th Action Plan for South Asia.  As part of the consortium Concern Universal jointly implements the project “Building a Disaster Resilient Bangladesh” funded by European Commission through its Humanitarian Aid and Civil Protection Department.  Six International NGOs (Action Aid, Concern Worldwide, Concern Universal, Islamic Relief, Oxfam GB and Solidarities International) have come together and formed a consortium called National Alliance for Risk Reduction & Response Initiatives (NARRI), in Bangladesh. The initiative has been developed as a result of increasing recognition among member organizations that there was considerable additional program impact that could be gained by working more closely together, resulting in better and more durable program outcomes.

Project Overview:

Concern Universal is implementing this project in partnership with Dhaka Ahsania Mission (DAM) and SAD-BD. Dhaka Ahsania Mission has been implementing in Dhaka North City Corporation and SAD-BD in Kishoregonj District.  While Kishoregonj is prone to flash floods, wave erosion and monsoon flood on the other hand Dhaka sits on the threshold of Earthquake.  Besides, slums in Mirpur area of Dhaka city suffer the brunt of fire, water logging and drainage congestion mostly due to unplanned settlement & lack of adequate awareness on disaster preparedness & risk reduction measures. The populations targeted are most vulnerable communities covering 42,070 population directly and 937,853 indirectly covering  3 Unions (Chowganga, Baribari and Bangalpara) in Itna and Austagram Upazila under Kishoregonj district and 7 Wards (2, 3,5,6,8,14 and 15) in Dhaka city .

The project aims at   increasing resilience and establishing a culture of disaster risk reduction among communities and institutions vulnerable to natural hazards.  While the project encompass capacity building and promoting good practices at the community level, it emphasizes on demonstration, replication and institutionalisation of the mechanisms at implementation as well as planning and policy level. To this end all the DIPECHO implementing agencies including Concern Universal working in close coordination and collaboration with GoB and other key stakeholders at national and local level.

Four expected results under the project are;

  • A rural CBDRR model is scaled up and replicated through integration into development planning and implementation processes
  • An urban CBDRR model is demonstrated and replicated where key urban stakeholders develop capacity to carry out coordinated response and mainstream DRR into development
  • Implementation of DM policy framework is enhanced by strong coordination and evidence based advocacy to MoDM&R and MoLGRD&C
  • Targeted communities are receiving appropriate early warning messages in emergency situations and are undertaking prescribed behaviours.

4.2 Local context specific EW forecast/monitoring in line with FFWC

4.3 Awareness sessions on dissemination of EW messages to local communities
