The Disaster Management Vision of the Government of Bangladesh is to reduce the risk of people, especially the poor and the disadvantaged, from the effects of natural, environmental and human induced hazards, to a manageable and acceptable humanitarian level, and to have in place an efficient emergency response system capable of handling large scale disasters.
A comprehensive Manual on School Safety has been developed for Bangladesh under DIPECHO SOUTH ASIA-V agreement between ADPC and Plan Bangladesh and Islamic Relief Worldwide Bangladesh with technical inputs from Handicap International. It has been developed after understanding the needs of schools in Bangladesh by collecting primary and secondary data on hazards and vulnerability of Bangladesh, related activities carried out by various agencies, and carrying out interviews and group discussions with schools in various hazard prone locations. This manual is based on consultations with and inputs from a number of local, national, regional and international experts and stakeholders including the Ministry of Primary Education (MoPE), Government of Bangladesh, Comprehensive Disaster Management Program (CDMP).

Statements issued by experts world wide address the capital city Dhaka as extremely vulnerable to earthquake. Rapid urbanization induced by increasing rate of population and a continuous influx of rural migrants are exacerbating the threat. Fuelled by success of the Bangladeshi Garment products worldwide, the sector is expanding exponentially with greater than ever number of people employed by the industry. Due to their rural upbringing, the garments workers are largely unaware of inherent risks of earthquake and resulting fire in garments factories.
Recent incidences of fire in garments factories reaffirm the fact. Given the circumstances, it has been found that providing training on safety during earthquake and fire can save precious lives and valuable properties during emergencies. ActionAid Bangladesh, in an effort to ensure garment factory safety, has compiled a â€œTraining Manual on Earthquake Preparedness & Fire Safety in Garment Factory, in collaboration with the Fire Service and Civil Defence Department of Bangladesh and the â€˜Safety Cellâ€™ of Bangladesh Garments Manufacturers and Exporters Association (BGMEA).
The book is aimed at enabling factory managers to instill essential safety skills in factory laborers. This guidebook will benefit factory managements, laborers and others striving to achieve safety in garment factories. The apex body of garment sector, Bangladesh Garment Manufacturers and Exporters Association and the Garment factory will be able to conduct training sessions using the guidelines laid out in the manual.
'Earthquake Safe Construction and Designing' Training Manual
Islamic Relief Worldwide and Oxfam GB, under NARRI consortium is working with BUET in order to develop the technical capacity of different stakeholders on Bangladesh National Building Code. As part of the initiative, 3 training manuals for 3 specific target stakeholders namely, Architects, Civil Engineers and Mason & Bar-Binder were developed for 'Earthquake Safe Construction and Designing'. By using this module, already 3 batches of mason training, 1 batch of Architects and 1 batch of Civil Engineers were trained with the technical assistance of BUET where 75 masons, 30 Engineers and 31 Architects participated respectively.
